Edmund et all,
The best advice I can offer is the same advice I have to give myself for
a couple of my ancestors -- go to the film available for the years in
question and search -- ship by ship until you find them.
My cousin has been looking for a couple of her ancestors -- film and
ship by ship -- since the late 1990's and she still hasn't found them.
If your local library has passenger list film on hand, you can view,
search and obtain a copy there.
You can search film @ your local NARA. You can order a search from NARA
too.
You can order a search from ISTG for that matter --
http://www.immigrantships.net
Your local LDS Family History Center also has film available, but you
must order it first. Once you've order the year[s] in question, you can
peruse that film for a month and then if you don't reorder it, it will
be sent back to Utah.
You can take a subscription to Ancestry.com and search at your leisure
at home.
The above are just a few suggestions that I can think of off the top of
my hat.

So, the Germans to America series is 1) incomplete, 2) somewhat
incomplete,
3) woefully incomplete?
I have searched GtoA and I can't find a number of ancestors I would have
expected to find. If I am pretty confident of the year they emigrated
and I have exhausted the GtoA series, what do you recommend as my next
step?
I am looking for Johann Buenger and his family about 1855 and Philip
Kartes and his family about 1858.
