I am sure that is the way it works. No charge to open and account.
Account is probably not the best term for us Americans because we think of
bank, charge or other when we read account. If I remember right, when I
established a page for a community group, one of the agreements I made was
that it would not be use commercially. If you saw something about a charge,
that was probably a disclaimer of someone or a link that might be referred
to that is a commercial genealogy service.
