Question: Suppose someone has a web site. Suppose that on said web site,
the owner makes a clear statement that none of the material, writing or
information can be used to <<sell>> to the public. Suppose that the owner of
said web site makes it clear that it is free to use only in researching
personal
family history. Suppose that the owner paid for much of the research at NARA.


After making all of that clear, suppose that a paid web site took the
information
to use on their own site and admitted it. Suppose that people were paying for
that....well, there's no other way to put it, stolen data.

Is this not a legal issue?
