There is nothing to stop the offender from "joining" the list (since
they only need to send their message once) and hitting the whole list at
once. I always love to get the ones that have 800 phone numbers. It is
free for you and me, but, they pay. I love to call them a dozen or so
times to say hello and remind them that I am invading their space as
they invaded mine.
You can also respond to their Internet Service Provider (ISP) with a
complaint. I have been personally responsible for more than a dozen of
these spammers losing their accounts.
The main Roots-L list has prescreeners and that junk is filtered out.
