Stephen,
"Warning Out", was an English custom practiced in parts of New
England, a way for towns to keep people who had no lands, money,
jobs etc. from becoming a burden on the resources of the towns.
Sometimes good upright citizen's were warned out, with no reason
given.
There is an interesting book, "Warning Out in New England 1656-1817
by Josiah Henry Benton. copyright 1911, I have a Facsimile Reprint,
that I bought from Heritage Books in 1993.
