Pilots in most harbors worked for the Harbor Master. The went aboard
incoming and departing ships and directed their movement including the tug
boats from the outer buoy to the dock and back out to the outer buoy.
If your looking for information on a particular pilot I'd start with the
office of the Boston Harbor Master.
