The two towns are about 20 miles apart. It is possible that the births are recorded in both places if the birth actually occurred in one while the families legal residence was the other. I would contact both town clerks and see what they have to say. usually the residence will indicate the actual place of birth as the other. If it was a Hospital birth then Fitchburg would be a logical location.
