Duties: Plans and conducts major research projects and special
analyses that are assigned by the Chief. Advise Chief on USACE historical
program. Plans and conducts extensive historical research and writes entire
manuscripts or parts of manuscripts to be published as volumes of the
history of the US Army Corps of Engineers.



Qualification Requirements: Basic Requirements: A. Degree: history; or
related field that included at least 18 semester hours of history. OR B.
Combination of education and experience - courses equivalent to a major in
history, or a major in a related field that included at least 18 semester
hours in history, as shown in A above, plus appropriate experience or
additional education. One year of specialized experience equivalent to at
least the next lower grade level. Specialized experience is experience
that equipped the applicant with the particular knowledge, skills and
abilities to perform successfully the duties of the position.



Selective Placement Factors/Knowledge Skills and Abilities (KSA's):
SUPPLEMENTAL EXPERIENCE STATEMENT: It is highly recommended that the
applicants address the knowledge, skills, and abilities (KSA's) which are
listed below. Applicants are encouraged to use a separate sheet of plain
paper to describe their experience, education, and training which
demonstrated possession of the knowledge, skills and abilities required for
successful performance in each of the ranking factors below (please sign and
date each supplemental sheet). METHOD OF EVALUATION: Applicants will be
evaluated to ensure that they meet any selective factors, minimum
qualifications, and eligibility requirements established by OPM. Applicants
who meet all requirements will be evaluated further in terms of job-related
knowledge, skills, and abilities, to determine the best-qualified candidates
for referral to the selecting supervisor. Evaluation Factors: 1.
Knowledge of US Military history, history of technology, and history of the
Corps of Engineers. 2. Experience in conducting historical research in
archival, published primary, and secondary sources and in writing
analytical, narrative history. 3. Experience in conducting and using oral
history interviews, responding to reference requests, and critiquing
historical manuscripts. 4. Ability to communicate with senior policy
makers, general officers, officials in other federal agencies, and the
public and to represent the command in briefings, conferences, and
professional activities. 5. Experience managing historical contracts.
