Dear Joel,
I think the priest is mistaken. I know that they can refuse to let you see
the parish record, but I don't see how they can claim that tombstone
inscriptions are private. That's ludicrous. If the information was really
private, it wouldn't have been put on a stone in the first place! One
doesn't put "private" information on a stone in the middle of a field and
then say, "Don't tell anyone." There is no reasonable expectation of privacy
there.
