I believe that a Stationary Fireman is an operator of a large coal-fired
steam generator (Boiler) that one might find in an industry or in any
large building... The steam was used for heating or for other
industrial purposes. The job of Stationary Engineer also existed for
those who worked in such facilities.

That job is "Stationary" as compared to that of the fireman whose job it
is to feed coal to the boiler in the steam locomotives that were
commonplace on the railroads at that time.
