I suspect they were skipped in the census.

>From the 1900 Directory, there is an Edward Wilcox at 63 Walnut, and Arthur Billings at 59 Walnut, and an Edmund/Edward Frost at 51. They are all listed (page 47, district 1054). And there are some Goodwin's listed at 50 Walnut. (page 48)

>From the records Linda found, we know they were on Walnut St in 1898, and from the directories, we know they were there after 1900.
