I had seen that record also, and thought that even though the birth date differed by a year, that it could be him. But then when I saw that his birthplace was listed as Pittsburgh, I thought maybe it was just a coincidence and that it was not him.

Since there seems to be 3 different places of birth (Rhode Island, New York, and Pittsburgh, PA), I think you do need to find something else to show whether or not they are the same person, and if that person is indeed your George.
