Would anyone know when Massachusetts started requiring towns/counties to report births, deaths and marriage dates to the state records office??

Is there a list or web site for MA vital records Index online??

I'm seeking the specific date and location of the death of my 3rd great grandmother, Harriet (?) Williams Gardner who, according to her headstone engraving died 1867 (probably in Berkshire County) - she's buried in Hillside Cemetery, N. Adams, MA. Can anyone help me??
