I did a search of the 1820 census in Penn. I found 2 Thomas Thatchers:
in Aston, Delaware, Penn
Thomas Thatcher
3 males under 10
2 males 16-25
1 male 16-44
1 female under 10
1 female 16 to 44
1 in manufacturing

The second Thomas Thatcher
1 male 26 to 44
2 females under 10
1 female 16 to 25
1 in agriculture

My guess is the Thomas you are looking for is the first one in Aston, Penn - 1-because he has a male born circa 1818 and 2 he is in manufacturing which paper-making is.

I would try to locate a birth record for him in Aston, Delaware County, Penn.
