Months ago I had the same answer from the NARA regarding my
great-grandfather's naturalization in Kings Co Court. I also have the final
naturalization paper with virtually no info and when I wrote back to the NARA
expressing my confusion about the lack of some referral number to the
Declaration of Intent I was told that there were "no separate sets of
Declarations on Intent in their holding for that time period. Some courts
generated only one one page for a naturalization."
So, I put out a plea to my siblings who live on LI and just last week my
brother went to the Kings Co courthouse and requested ANYTHING on file
regarding the DOI and naturalization. Unfortunately he came away as
emptyhanded as I did. They told him that all they have is the final copy for
that time (1868).
I have checked all past threads on this subject through the mailing list
archives and come to the conclusion that I've got all I can get. If there is
another place to search for the DOI I'd love to hear about it. I just can't
believe that the original DOI doesn't exist somewhere.
