Have you tried the Genweb site for Yates County at
http://www.linkny.com/~history/genweb.html
It looks to me that Penn Yan is now in the town of Milo which would make
it most in the north central part of town no. 7 and part in the south
central part of town no. 8. Both are in Range 1.
