For as long as I have been researching genealogy (about 7 years)
NYS vital records, no matter how old, have not been available for
perusal by the user. One has been required to pay the clerk, who does
the search herself, $11 for each search whether or not the record can
be found. I believe they will search something like 3 to 5 years for
the one $11 fee. It is my understanding that this has been true for
a number of years on both the state and local level.
If town clerks have been letting researchers look at the actual
books, then I am sure they have not been following the rules. So I
guess, those of you who have had the chance to see the actual record
books, consider yourselves lucky, as the records have not been
available to most of us.
