There are 3 Charlotte Woods listed on the 1870 census for St. Lawrence county. You didn't list what age she would be if living in 1880 so I don't know if these would fit. One is age 52 in Canton, one is 49 in Pierpont and one is 47 in Potsdam. This census is part of the records at the county site under usgenweb. You may want to review the links at that site if you haven't already. They have census, cemetery, church, newspaper, voter and other records.

Start at www.usgenweb.org, click on 'state's pages' then work your way to NY then St. Lawrence county.
