If you have the original pix, set your scanner for 600 dpi (300 min) and scan it into JPEG. At that resolution you should be able to enlarge it with a program such as Photoshop Elements and obtain a good image. I would guess you started with a 72 dpi JPEG image file which is hopelessly missing resolution.
