A further thought. Was this image originally something like 36 inches etc by 72 DPI such as you would receive from Kodak Digitizing.
If so.... when converting the size to a smaller one, SIMULTANEOUSLY CHANGE THE RESOLUTION TO 300 WHEN YOU RESIZE IT TO A SMALLER SIZE ("On same screen"). No resolution of significance is lost for purposes of an 8X10 etc.
I touched up your photo and attached it. It is a little better.
