I would suggest scanning to TIFF format, then you can do any "adjusting" of
color, brightness etc. until you have the best image you can get. Then save
it to JPEG (a smaller file) as your archive. If you cannot rescan, then most
graphics programs i.e. Photoshop Elements have a re-sampling routine, and you
can increase the resolution. It's not perfect but more than adequate. At any
rate, it is best NOT to resave in JPEG, you lose quality with eqch generation.
Only use JPEG for your final archival file.
