Watertown is in Jefferson county so you may want to re-post your note there. Have you asked all your living relatives if they have any collections of obits? That (to me) is *always* step number one for any newcomer to genealogy. When I say relatives, I include people you never spoke to before, second wives of great uncles, anyone who might have a family bible, birth or death certificate, etc. A 1954 death date is recent enough that someone might have clipped an obit with a bit more info (actual date of death, place of burial, family info) that can help you proceed further with your search.

If the family stayed in the Watertown area, then Jefferson county is where you want to concentrate your search. If you find any family members were born, married or died in St. Lawrence county, be sure to write again. There are resources for most counties in the US at www.usgenweb.org. You can start there, click 'state's pages' then select NY state then 'choose a county' and select Jefferson, St. Lawrence or other counties.
