Hi Cindi,
My mother is a Tiernan. I do have an Andrew Tiernan in my files, he was born abt. 1835 in Ireland. His parents were Thomas Tiernan & Bridget Duffy, they were all born in Ireland & settled in the Waddington area.
My O'Brien/Tiernan connection is through Hanora O'Brien & Michael Tiernan, brother to my Andrew Tiernan above. Michael & Andrew did have a sister Catherine & a brother Patrick.
Patricks wife died young & sister Catherine helped raise the children, until 1880, when she married. Patrick & his wife Rose, had a son named Andrew, but he was born in 1863. Which does not fit in with your census info...
