I checked with my friend our local "cemetery lady" and she said:

It's called blue carbofff paper. Comes in various colors although most use the original blue. I buy from two sources:
Miles Supply-www.milessupply.com/cemeterysupplies.htm
DeRusha Supply-www.derusha.com under Monumental SC-B-13
Comes in 26"x100' rolls.
I think the ave. price is $25-$30

lenn and Mike,
hat we have used with great sucess for rubbing is a blue paper that the
nument companies use to copy letter styles. It is lighter on one side than the
her and sort of waxy. We rub it with a tennis ball and it leaves no residue on
e stone. We have been able to read some pretty illegible stones that way. If
yone wants more information on what it is I can get it from our county
metery expert.
